A faith-based nonprofit developing a responsible Adult Day Health Care model for seniors and caregivers in Arizona's West Valley.
Lending Hands Outreach is in the pre-launch stage. The organization is completing ADHS Provider Type 27 pre-licensure preparation, evaluating facility options, building its operating reserve, preparing to pursue applicable health-plan contracts, and developing the systems and partnerships required before services can begin.
Mark Bertignoli founded Lending Hands Outreach after identifying a shortage of accessible Adult Day Health Care services for seniors and caregivers in Arizona's West Valley.
His professional background includes systems development, engineering, digital media, eCommerce operations, and organizational planning. He is applying that experience to the development of LHO's compliance systems, financial model, community partnerships, and proposed care-delivery operations.
Mark currently leads the organization's ADHS pre-licensure preparation, facility search, fundraising, and partnership development. His goal is to establish a safe, accountable, and sustainable Adult Day Health Care program serving eligible seniors age 65 and older.
Guided by Matthew 25, Mark believes faith should be demonstrated through practical service, responsible stewardship, and respect for every person. LHO will serve eligible members without discrimination, and participation in spiritual activities will always be optional.
“Lending Hands Outreach was created to serve vulnerable seniors with dignity, compassion, and excellence — turning faith-based values into practical care for families who need support.”

Lending Hands Outreach is developing a licensed Adult Day Health Care center and coordinated transportation model for eligible seniors age 65 and older. The proposed program is intended to serve West Phoenix and surrounding West Valley communities through safe, person-centered care.
For members who meet program requirements and receive plan authorization, covered services are expected to be reimbursed through AHCCCS/ALTCS managed-care plans, subject to each plan's eligibility, authorization, and coverage requirements. LHO will not begin providing Adult Day Health Care services until the required licensure, facility, staffing, contracting, and operational readiness steps are complete.
“For I was hungry and you gave Me food; I was thirsty and you gave Me drink; I was a stranger and you took Me in; I was naked and you clothed Me; I was sick and you visited Me.”
Guided by faith. Grounded in service. Ensuring Arizona's seniors 65+ are never left behind — one life, one family, one community at a time.
These principles guide LHO's development work and are intended to become operating standards for future hiring, service delivery, documentation, and community relationships.
Every future role at LHO will exist to support member safety, dignity, independence, and wellbeing.
LHO is committed to accurate documentation, clear communication, appropriate incident reporting, and transparency with members, families, funders, partners, and regulators.
The Golden Rule is our primary behavioral standard. Every person will be treated with patience, dignity, and respect.
Resources entrusted to LHO will be managed with documented controls, discipline, accountability, and respect for donor and program restrictions.
The proposed program is designed to reduce isolation, strengthen connection, support caregivers, and create meaningful daily experiences.
ADHS compliance, MCO accountability, accurate billing, staff preparation, and continuous quality review will be treated as core responsibilities.
Lending Hands Outreach is openly rooted in Christian faith and guided by Matthew 25 — the conviction that serving vulnerable people is an act of service to Christ.
LHO is preparing to operate a state-licensed program supported by reimbursement for eligible and authorized services. Regulatory compliance, accurate billing, financial transparency, and measurable member outcomes are essential parts of responsible stewardship.
Spiritual support is optional and never required. Services are provided to all eligible members without discrimination, regardless of faith background.
The records below describe LHO's current organizational registrations, filings, identifiers, and affiliations. They do not replace or imply ADHS Adult Day Health Care Facility licensure, which remains pending.
